Turkey Papers - TTIP'S Enlargment and the Case of Turkey

KEMAL KİRİŞCİ

January 2015

Istanbul Policy Center Bankalar Caddesi No: 2 Minerva Han 34420 Karaköy, İstanbul TURKEY +90 212 292 49 39 +90 212 292 49 57 @ ipc@sabanciuniv.edu w ipc.sabanciuniv.edu ISBN: 978-605-4348-92-3 -

Introduction:
The 7th round of negotiations between the EU and the United States to create a Transatlantic Trade and Investment Partnership (TTIP) were completed early in October. 2 The negotiations have reached the point where both sides have started to work on preparing draft texts that will eventually constitute the basis of an agreement. In spite of frequent references to problems associated with TTIP and speculations that the likeli - hood of an agreement emerging before the end of the Obama administration is slim, the leadership on both sides remains committed to the project. There are calls for completing negotiations by the end of next year. This is not surprising, because TTIP aspires to create a “truly seamless Atlantic market”, 3 comprising close to one billion consumers generating economic activity worth 34 trillion U.S. Dollars (USD) (see Table 1), more than almost forty times the Turkish GDP. In 2013, the EU and U.S. engaged in trade in goods equaling 787 billion USD, 4 corresponding to roughly 2.2 billion USD per day. Furthermore, TTIP also aspires to put into place a “new trade rulebook” on issues like labor, environment, investment, competition policies and state-owned enterprises. These new standards would implement a “state of the art” trade regime and set a precedent for future trade negotiations. Hence, it is not surprising that a growing number of countries ranging from Brazil to Canada, Israel, Mexico, Norway, and Switzerland are taking an interest in TTIP, and some are exploring ways of joining it. Turkey is one such country, and may well have been one of the first, if not the first, country to raise the issue of being included in the nego - tiations and expressing interest in joining TTIP. Then Turkish Prime Minister Recep Tayyip Erdoğan wrote a letter to President Obama on March 2013 seeking his support on the issue of Turkey’s inclusion in TTIP, and then raised the subject once more during his visit to Washington, DC, in May of that year. Subsequently, this interest has been expressed on numerous occasions at both governmental and civil society levels. However, so far, the issues of TTIP’s enlargement in general and Turkey’s inclusion in particular remain unresolved.

Occupy Turkey: Resistance in Baseworld

Amy Austin Holmes

2014

With over 1,000 military installations on foreign soil, the US has erected what some call an empire of bases. This film provides a glimpse into this little-known world, by taking a close look at the history of the American presence in Turkey from 1945 until the present.
Through interviews and recently declassified documents, the film addresses the rise of opposition to the US presence as part of the larger democratization process. In the 1960s this opposition ranged from non-violent demonstrations against the Navy’s port visits to Istanbul, strikes by unionized base workers, to kidnappings of American soldiers. As a result, US planners had to radically downsize their operations in Turkey.
The Iraq War in 2003 triggered another severe crisis in bilateral relations and an upsurge of social protest around the world. However, while a number of countries condemned the US-led invasion, many simultaneously opened up their air space and allowed the full use of the military bases on their territory. Ankara, however, denied basing access for the invasion. As a result of decades of pressure from below, the Turkish parliament had succeeded in gaining increased control over US military activities in Turkey. This set an example for the Iraqi parliament which passed a resolution demanding the full withdrawal of all US troops and bases from Iraq by the end of 2011. Global in scope, and overwhelming in firepower, the US military is increasingly accountable to democratic forces in countries that host American troops and bases.

Ostermann, Director of the Global Europe Program at the Wilson Center.

Call for participants: 'Turkey in Theory' workshop, U of Arizona, April 2-3, 2015

The new Arizona Center for Turkish Studies invites submissions from PhD students and postdocs for a workshop entitled 'Turkey in Theory'. This ACTS workshop (with domestic US travel, lodging and meals provided) will bring together a small, interdisciplinary group of UA and outside scholars and writers at various stages of their careers, and UA and outside PhD students in humanities, humanities-oriented social science, and art and criticism.

There is an increasing degree of mutual influence among humanities, interpretive social science disciplines, and literary and artistic worlds, and this workshop aims to explore and further these collaborations. A major aim of the workshop is to identify and elaborate emergent themes in scholarship related to Turkey and the Ottoman Empire, with a set of conversations and debates about what is on and over the horizon in Turkey- and Ottoman-related work.

The disciplines are open, however PhD students should be ABD (candidates for PhD), have completed the research for the dissertation and now be in the process of writing their dissertation.

Applicants should submit a paper abstract of 500 words.

Deadline for receipt of materials is February 7, 2015. Submissions should be sent to: bsilver (at) email.arizona.edu

The topics of presentations are open, but this list includes possible themes:

Affect and the political: What does attention to affective layers of analysis bring to our understanding of the nature of politics and pluralism?

Politics of nature: What is changing in how things are defined as ‘natural’ (a landscape feature, a quality of personhood, a species of plant), and in the stakes involved in doing so (e.g. for development).

Materiality and post-agentive analysis: What objects and relationships are rendered visible when we make few assumptions about what or who has agency, and rather pose it as an empirical question about force fields and effects?

Religion and secularism: How are recent developments in religiosity departures from or building on genealogies of secularism in Turkey? What is done explicitly in the name of religion, and what is increasingly done in the name of ‘the family’ in Turkey?

Migration and transnationality: How are transnational Turkish communities and institutions reframing the cultural politics of the country? What methodological and theoretical innovations do we need to develop in order to account for these dimensions?

Science and expertise: What realms of the natural and social worlds are subject to what kinds of scientific authority, and what political and juridical stakes does this have in Turkey?

Gendered identities and masculinites: What theories, vernacular practices, and folk knowledges about gender and masculinity in Turkey could broaden or critically reframe international and Anglophone conceptions?

Activism: How are LGBT, environmentalist, and social justice communities in Turkey mobilizing counternarratives to their Anglophone and West European counterparts?

Translation: Which major literary, documentary, historical, philosophical, and political texts from Turkish and Ottoman history remain untranslated into English and other languages, and what are the epistemological consequences of this gap?

Visual representation and social movements: Why were graffiti and humor such major features of the protests of 2013? What were their themes, with what implications for protest and social movements more broadly?

Trauma and political violence: What are the theoretical possibilities opened up by affect and trauma theory for our understanding of political violence in Turkey?

Embodiment and Sexuality: How do emergent bodily and sexual practices form new publics and intimacies that transcend the established borders and boundaries in Turkey?

Urban transformation and the politics of space: Why have urban transformation projects been at the heart of social movements and protest in recent years?

Media and the politics of history and identity: Why are historical dramas so popular in Turkey, and what cultural politics is this related to? How are ethnic/religious minority identities mediated through cultural production and consumption?

Turkish people’s profile revealed in new survey

Hurriyet - December 7, 2014

A recent survey about the lifestyle and attitudes of Turkish people has revealed intriguing results, with a large majority of people – 84 percent – saying that the best thing they do to pass the time is "watching TV." Almost half of respondents admitted that they never do exercise, even walking.

The survey, which was conducted by the Ipsos KMG Research and Consultancy Company with almost 16,000 people across Turkey and published in daily Posta, also revealed that 96 percent of Turks have never seen an opera or ballet in their lives.

Türkiye’nin 2 temel sorunu: Gerontokrasi (Yaşlıların egemenliği), ve patriyarki (Erkeklerin egemenliği)

Cansu ÇAMLIBEL / Pazartesi Yüz Yüze

Hurriyet - 5 Ocak 2015

Bursa Milletvekili Aykan Erdemir, deyim yerindeyse CHP’nin genç yeteneklerinden.

BARIŞ BÜYÜKOKUTAN and VOLKAN ÇIDAM

Diken - 02/01/2015

Pay cuts for Bilkent University scholars who disappoint peers

By Jack Grove

Times Higher Education - 1 January 2015

Pay cuts for Bilkent University scholars who disappoint peers  1 January 2015 | By Jack Grove  Private university in Turkey neglects research metrics for external views on academics’ performance

Universities should consider reducing the salaries of academics who fail to impress experts in their discipline, according to a university president who has pioneered the practice.
Abdullah Atalar, the rector of Bilkent University, in Turkey’s capital of Ankara, said that his institution had chosen to ignore research metrics when assessing whether an academic deserved a pay rise or a promotion.
Instead, university leaders would canvass opinion from experts in the academic’s discipline from outside Bilkent about how well an individual scholar had performed in recent years. “We will ask leading universities in the US if they would hire this guy or promote him,” Professor Atalar said. “If they say they would not promote him, then we do not promote him.”
The salaries of senior professors are also contingent on these external views, with Bilkent sometimes lowering pay for underperformance, Professor Atalar added.

The Market and the Minaret: Turkey in 2014

By Justus Links

LEFTEAST - 31 December 2014

Whether on the road from Istanbul or from Esenboğa Airport, a strange sight welcomes visitors to the capital of Turkey: an opulent city gate, dressed up in neo-Ottoman designs, spans the highway through which vehicles pass on their way to the central city.  Reminiscent of Türkmenbaşı’s gates of Ashkabad, these new monuments testify to the solidity and whimsy of Mayor Melih Gökçek’s twenty-year reign over Ankara just as do those gates to that of the natural-gas kingpin over his Central Asian country.
Gökçek has changed the face of Ankara scarcely less than Türkmenbaşı that of Turkmenistan.  Removing the classical nude statues from parks in the central city, he turned once-stately Atatürk Boulevard into a highway with tunnels and interchanges.  The string of shopping malls lining the main east-west thoroughfare into the city went up on his watch, as did a highway cutting through the campus of Middle East Technical University, whose construction sparked a battle between students and police in which part of the campus was set on fire.

Prospective participants can propose a paper, by logging in at the address https://www.conftool.pro/paneuropean2015/ and submitting an abstract of up to 200 words by January 15, 2015. Please also send the abstract by mail to the convenors at erdiozturk86@gmail.com and luca.ozzano@unito.it.

Abstract:
It is well known that political theory and practices have often been feeding each other. In other words, there are two ways of interaction between theory and praxis; either there is an existing practise and on its basis a theory is built, or there is a developed theory and the implementation of this theory takes place in life. In this respect, the last two decades of the twentieth century have witnessed the return of religion to the mainstream of political life in an array of settings around the world. Moreover, since almost two decades religion got brought into international relations by transnational actors. Furthermore, not only Christian- and Jewish-oriented, but also Islam-oriented transnational actors are playing a more and more prominent role in word politics. Although they are often seen in a pejorative way, as sources of conflict and violence, they are organising philanthropy, education and inter-cultural dialogue activities and also developing mainly in relation to the role of the diaspora communities. In this context, Turkey has a particularly favourable position among other Muslim-majority countries because of its Western relations, a developing economy, and a relatively high rate of young population. As a consequence, Turkey-originated Turkish Islam is rapidly spreading throughout the globe. This panel aims to discuss the main activities of Turkey originated transnational Islamic actors and movements (such as for example the Hizmet movement of Fethullah Gülen and the Milli Gorus). Moreover, we welcome contributions about the transnational dimension of state institutions, such as the Diyanet.

Çiftçi Connor’un yeraltından bin bir güçlükle su çıkartarak yeşerttiği  topraklarda yaşayan  karı-kocanın  aklının, Çanakkale’ye savaşa  gidip dönemeyen üç oğlunun anısı ile içiçeliği, annenin intiharı ile su yüzüne çıkıyor. Baba  Connor İstanbul’a gidip binbir güçlükle oğullarının izini sürüyor.

The Crossroad of the September 12 th in Turkey-US Relations: What Do American Documents Tell About the Coup?

Türkiye-ABD İlişkilerinin 12 Eylül Kavşağı: Amerikan Belgeleri Darbe Hakkında Ne Anlatıyor?

Mehmet Akif OKUR

TURKCE OZET
Türk-Amerikan ilişkileri tarihinin, üzerindeki bilinmezlik perdesi kalk - mamış çok merak edilen problematiklerinden biri, 12 Eylül askeri dar - besiyle dönemin Amerikan yönetimi arasındaki bağlantıdır. Bu çalış - mada, gizlilik derecesine sahip iken daha sonra tasnif dışı bırakılmış Amerikan belgelerine odaklanılarak, şu sorulara cevap aranmaktadır: ABD, darbeyi biliyor muydu? Beyaz Saray, Türkiye’de askerlerin yöne - time el koymalarını nasıl yorumladı? Makalede, mevcut belgelerdeki bilgilerin, Washington’un darbeyi beklediğini, muhtemel aktörlerini ta - nıdığını, ancak çıkarları açısından darbenin gerçekleşmesini tehdit say - madığı için engelleme ihtiyacı duymadığını savunan tezleri desteklediği gösterilmektedir.

The Crossroad of the September 12 th in Turkey-US Relations: What Do American Documents Tell About the Coup?

Mehmet Akif OKUR

ABSTRACT
One of the most controversial issues, which still carry the veil of ob - scurity in Turkish-American relations, is the alleged ties between the September 12, 1980 coup d’etat in Turkey and the Carter administra - tion. In this work, answers to those questions are searched by focusing on declassified American documents: Had the US been aware of the coup d’etat before it occurred? How did the White House interpret the mili - tary takeover in Turkey? In the article, it is showed that White House documents of the time support the thesis that Washington was expecting the coup, and had trusted the actors of it. In addition, because the US had not seen any threat against its interests, it did not act to prevent the military takeover.

Birlikte poz verdiler.

Maalasef...
Neden maalesef?

Once upon a time in Kırklareli

Dora NİYEGO

One hundred years ago, 1.300 Jews lived in Kirklareli. Today, there are only three left. Born and raised in Kirklareli, Mrs. Berta Magriso left her hometown after she lost her husband to move in with her children in Istanbul. We spoke with her about the past, the present and her longings...

Şalom Gazetesi - 18 Aralık 2014

Can you tell us about the daily life of the Kirklareli Jewish Community back then and about your own life?
Kirklareli has always been a very modern city. When I was a young girl, I used to ride my bike in the city. We were a modern community, dedicated to our traditions and customs yet we were not devoutly religious. We observed the laws of Kashrut . My father wouldn’t smoke on Shabbat and wouldn’t let anyone in the house light a fire. However, men opened their stores after the Saturday morning prayer.

My father was a devout Jew. He handled the needs of the synagogue. My mother wouldn’t ask me to do chores in the house; I led a pretty comfortable life. But, apparently, when in need people do all sorts of things. When my father’s assistant died, he asked me to help him at the synagogue. I helped him by of sewing shrouds, cleaning Torah Rolls, doing night shifts and taking care of the sick people.

I married a man from Kirklareli. A few more couples also married in Kirklareli. As I recall Alevis, Abravanels and Kanetis were among those couples. Since young people in Kirklareli already knew each other, they would marry someone from Edirne, Corlu or Istanbul. The wedding ceremonies used to take place at Kirklareli Synagogue. Mongers from general society worked at the shops below the synagogue. We had close bonds with the general society, in other words we were completely integrated. But, we were not assimilated. I remember there was only one woman who married someone from another faith. We had many friends from the general society. Our friends and neighbors accepted us as their fellow townsmen. We never experienced religious segregation. We used to visit each other, all the time. They invited us to meetings and get-togethers at Community Center and Officer’s Club. At those meetings and get-togethers, we all sat together and had fun. For many years at the Mothers Association, I worked alongside my friends from the general society. We used to raise money to support students’ education and visit mothers in jail, on Mother’s Day.  Since almost all of us knew needlecrafts, we sewed pretty things and sold them at the charity fairs. With the money we raised from those fairs, we supported students living in the Orphanage.

Were young Jews educated at those times? What did men used to do for a living? What did women do in their spare times?

The Sociological Transformation of the Nationalist Movement Party (MHP) in Turkey

Tugrul Keskin

ABSTRACT:
The Milliyetci Hareket Partisi (MHP), translated as Nationalist Movement Party has played a significant role in Turkish politics especially from the period 1969 to today, and in that time it has been able to achieve some measure of popularity, longevity and relevance. The objective of this article is to examine the historical and political trajectory of the MHP, and the party’s transformation from an intellectual and academic movement to a hybrid populist-based political party. The hypothesis of this article is that once the MHP became engaged in the electoral process, like many other social and political movements, the group was forced to relinquish much of its original ideology and move to the center-right. The MHP today is not a radical or right wing party, but is instead populist and market-oriented. The second objective of this article is to address the mistake made by Turkish political analysts and scholars of the MHP, in failing to distinguish between state-imposed forms of nationalism and civic nationalism. Civic nationalism in Turkey as represented by groups such as the MHP is a result of, and direct reaction to state-imposed nationalism. This distinction is critical to understanding the movement. The final objective of the article is to explore some possibilities regarding the future trajectory of the movement, given its current political opportunity structure within Turkish politics.

Overturning Ataturk’s legacy

By keeping secularists at bay and riding on his popularity in Turkey’s heartland, President Erdogan is trying his best to shake off Ataturk’s long shadow

Radhika Santhanam

The Hindu - December 13, 2014

There are two sights that the eye grows accustomed to in Istanbul: Turkey’s red flag that flutters just about everywhere and paintings and portraits of the man responsible for this overt display of nationalistic pride, the country’s first President Mustafa Kemal Ataturk.
Turkey is a proud nation and a land of paradoxes — and both for the same reasons. For despite 99 per cent of its population being Muslim, the country has secular credentials; despite society, much like India, being collectivistic and traditional, cities are Westernised and modern, and despite being located near war-torn Iraq and Syria, Turkey is a relatively peaceful bridge between Europe and Asia.
Everywhere we go, Istanbul, Safranbolu or Ankara, the Turks are always ready with a joke or a Bollywood reference when we tell them that we are from India — or what they call “Hindistan.”
“The Turks seem a happy lot,” we tell a cheerful looking tea shop owner in Cappadocia. “Not at all,” he shrugs as he offers us hot salep. “We have lots of problems. And they are only growing.”
The sentiment seems to be shared by other Turks too. Concerns regarding the erosion of secular values by a pro-Islamist government and the inability to fully adjust to modernity can be found in some pockets of the country.
Over the past two months, Recep Tayyip Erdogan, Turkey’s 12th President, has, true to his style, courted more trouble with some controversial statements that point towards a vision far flung from Kemalism — more than ever before.

A New Book: Mormon Missionaries in Ottoman Empire(Osmanlı İmparatorluğu'nda Mormon Misyonerler) - Turkish

An Interview with Professor Ahmet İçduygu: ‘Transit migrants turning into labor migrants in Turkey’

Barçın Yinanç

Transit migrants are increasingly choosing to stay longer in Turkey and are therefore turning into labor migrants, according to Professor Ahmet İçduygu from Koç University, the head of a think tank on migration issues. ‘The Turkish economy is absorbing labor migrants,’ İçduygu tells the Hürriyet Daily News

Hürriyet Daily News - December/08/2014

Turkey is turning from a transit country for migrants into a migrant-receiving country, according to Professor Ahmet İçduygu, the director of the Migration Research Center at Koç University in Istanbul.
“Transit migrants are increasingly turning into labor migrants,” İçduygu told the Hürriyet Daily News, adding that immigration has so far proven beneficial for the Turkish economy.
Can you give us a very short overview of migration trends in Turkey?
In the early republican period, the international migration flow went hand in hand with the nation-building process, with Turks and Muslims living in the Balkans and the Caucasus encouraged to come to Turkey.
In order to homogenize the population, the 1934 settlement law argued that Turkey should be populated by people of Turkish descent. In the 1960s, Turkey was seen as a country of emigration because of labor migration towards Europe.
Starting in the 1980s, Turkey began to turn into a country of immigration. For the first time in the history of modern Turkey, non-Muslims and non-Turks started to arrive in Turkey, starting with the Russian occupation of Afghanistan and later followed by regime change in Iran. In addition, Iraqis of different ethnic origins fled the Saddam Hussein regime in Iraq, while we had two influxes of Bulgarian Turkish refugees in 1989. In 1991, half a million Kurds from Iraq came, but this was only temporary.
A key change that further made Turkey a country of immigration was the end of the Cold War. Turkey started to receive “suitcase traders,” who in time turned into labor migrants. They started to find employment in prostitution and the entertainment business, as well as in the agriculture, textile, construction industries. So Turkey received different types of migrants: Labor migrants, refugees and transit migrants.

The Vortex A Turkish city on the frontier of Syria’s war.

By Robin Wright

The New Yorker - December 8, 2014 Issue

Gaziantep, a city in southern Turkey some forty miles from the Syrian border, has become a bustling hub at the center of the Middle East’s latest conflict. It’s a destination for spies and refugees, insurgent fighters and rebel leaders, foreign-aid workers and covert jihadists—all enmeshed in Syria’s multisided war.
I recently drove to one of Gaziantep’s upscale neighborhoods, an area of pastel apartment blocks with balconies, and took pictures of American Patriot-missile batteries on a nearby hillside. They were pointed at Syria. The missiles were deployed, last year, to defend against Scuds fired at rebel militias by the government of Bashar al-Assad. (Several Scuds had struck close to the border, and occasional artillery shells landed in Turkey.) Now the fighters of the Islamic State in Iraq and al-Sham, a.k.a. ISIS or ISIL, are also just across the border, less than an hour away. During an inspection visit in October, NATO’s Secretary-General, Jens Stoltenberg, told American troops manning the missiles, “Your mission is more important than ever.”
Until this summer, when ISIS began seizing large portions of Syria and Iraq, Gaziantep—or Antep, as the locals call it—was best known for its baklava. The city’s 1.5 million inhabitants have thrived as Turkey’s economic boom during the past decade brought rapid development to the Anatolian hinterlands. The Forum Mall, which opened last year, has a Popeyes, an Arby’s, a KFC, a McDonald’s, a Burger King, and a Starbucks. In October, “Fury,” with Brad Pitt, played at the cinema. I watched a red Lamborghini as it roared down a wide boulevard.
